BHPMS Vendor Services

The BHPMS serves nearly 200 free-standing inpatient psychiatric facilities across the United States and Puerto Rico. Operating since 1999, BHPMS services have expanded from meeting data reporting requirements to using the data in everyday practice to inform the quality of care.

The BHPMS has successfully submitted data to CMS for the Inpatient Psychiatric Facility Quality Reporting (IPFQR) program since its inception. The BHPMS supports all measures required of psychiatric facilities (SUB, TOB, IMM-2, Transition Record, Metabolic Screen, Antipsychotic Medication, Seclusion, Restraint).

The BHPMS has been included on The Joint Commission's list of acceptable vendors for the ORYX® initiative since its inception. NRI has been an active participant with NAPHS, NASMHPD, and The Joint Commission in the development of the HBIPS Core Measure Set since 2004.

Inpatient Consumer Survey (ICS) endorsed by NQF and crosswalked to the American Nurses Credentialing Center (ANCC) Magnet Application

NRI's Inpatient Consumer Survey (ICS) is a 28-item self-administered survey to capture the voice of the consumer. In 2010, five patient-reported outcome measures were submitted to NQF, and endorsed under the Patient Outcomes Phase 3 Project, as scientifically sound and meaningful measures of quality of care. NRI submitted materials for a second cycle of endorsements through the Patient and Family Engagement project, and showed the ICS has six valid patient-report outcome measures. The domains were again endorsed by NQF. NRI has submitted for the next cycle of endorsements which included analyses of disparities and differnces across hospitals.

NRI, working collaboratively with the ANCC, created a crosswalk of 19 questions from the Inpatient Consumer Survey to eight of the nine patient satisfaction categories delineated in the Exemplary Professional Practice standard EP23EO of the 2014 Magnet® Application Manual. This crosswalk was approved by ANCC in March 2017.

BHPMS Services

The Behavioral Healthcare Performance Measurement System (BHPMS) is an operational administrative service available to facilities that provide inpatient psychiatric services. The mission of the BHPMS is to provide exceptional service to inpatient psychiatric facilities that support local quality improvement and reporting to oversight entities (such as The Joint Commission and the Centers for Medicare and Medicaid Services). Encapsulated in performance and quality improvement, the major activities of the BHPMS include:

  • ORYX® vendor reporting to The Joint Commission
  • Vendor reporting to the Centers for Medicare and Medicaid Services
  • Providing HBIPS measures, Global measures, and NRI defined measures
  • Translating measure rates into clinical and administrative practices
  • Monthly Educational Webinars and Technical Newsletter
  • Several comparison group rates for benchmarking performance
  • Analytic reports that delve into differences across facilities and opportunities for improvement
